The only problem I see with your plan is that it provides for Joe picking his mentor. I do agree that if a person doesn't respect his mentor he's probably not going to make a sincere attempt to reform. But that's the crux of the issue... learning how to behave in an enviroment where you don't always see eye to eye with everyone else and learning to respect the opinion of others even if they are different from you.
I know that when I first came to iHub, I needed to tone down what I had learned over on RB and other places. I learned alot from you in particular on how to intelligently address those you have issues with. There are many others on iHub that I learned from who are also excellent examples of how to interact with others without getting thrown in jail.
My conclusion is that Joe has many good examples to choose from. Fred was chosen by Matt to try and help out and more importantly decide when Joe understood the issues and was willing to behave in accordance to TOS (I don't see that as a change in personality as much as a change in behavior). Joe is responsible for his actions and choices.
It really boils down to what Matt says over and over again... stick to the issues/stocks and not the person. Again and again, Joe has not been able to do this.
