I concur with your thoughts on POR. We need to see the POR to get an idea on where each constituency stands on reorganization and then EC can respond vigorously to modify it.
How much for shareholders is anybody's guess, however, it initial offer is little then they better back it up with strong justification. The fundamentals of Tronox's operation has changed significantly for the better since entering bankruptcy.
