Semper, no doubt you're correct that they would never take actual anthrax into a hospital. I imagine what waterdog meant was the pathogen that is identical to anthrax as a spore-former - I forget the scientific name of it - that was part of the ongoing testing.
Your idea about a government offering access to a high-clearance lab to test the real nasty stuff is intrigueing. But I guess we won't know about it, even if it happens.
