the company would announce a buyback plan before they are really allowed to fully begin doing that legally.. so its nothing to do with the company's actions. It's just plain old selling/moving out of positions it appears.. mostly on the companys LACK OF ACTION. Looks like we'll see the old lows of the 'mid .002's' by next week if nothing technical changes on this chart right now.
