Another reason to halt the trade in a stock can be because of huge news wich will boost the price, and to give the market the chance to react in all serenity to the news.

Where in this statement from pinksheets.com does it say for certain that FFGO has been slapped with a CE for Fraud?

Again, how are you certain you know exactly which one of the listed reasons is in fact "the" reason for the CE? Who did you speak with at pinksheets.com?
