HAHA :) Think about this:

In my business if you have "reached an agreement" you DO NOT have a signed contract unless otherwise stated. BIG DIFFERENCE.

I think Frank has reached an agreement with SOMEONE and wanted to give the pps a life raft to stay afloat until he meets whatever additional requirements they're throwing at him, and put this PR out even though it was vague and non-specific in hopes of raising pps..
