The Issue of 100 million new shares :
"Once the reorganization plans become effective, New Chemtura will issue up to 100 million shares of common stock to its debtors, court documents show."

To me this seems that me be the NEW total ? Would make the the new PPS more attractive to investors, and the old gets canceled as usual ? ? ?
