Again not a man of immense knowledge on CDIV but here is my take on the situation at hand ~
They can hold back orders for a short period, however, in order to continue to operate in a fair and orderly market, the DTC can call the SEC and/or MM and they can ensure that the stock continues to trade...
My take it is they are right around that 70% short magic number , they do not want to fill any large orders unless they can match the orders with sellers, therefore it allows them no to short anymore...But if they are forced to continue the trading of the stock per a fair and orderly market and buy orders continue to come in, they will be over the short threshold position and we move...either way its a win for us...
