from sight. What happens is that the longer it sits there most of it sinks, sticks together and just hangs around or goes to the bottom in clumps. Only a certain amount stays on top like a slick. What you see is what is on top. That's only the TIP of the iceberg.
There is a FAR greater amount sitting in and at the bottom of the ocean that you will never see until the sea spits it out occasionally in the form of tar balls. Kinda like the thousands of shark teeth that I collect. They were sitting on the bottom somewhere until the ocean decided to discard them.
