CCTI is purely pre-combustion. CCTI uses 5 stages with varying pressures and temperatures to drive moisture and a good portion of volatile hydrocarbons out of the coal. The reaction atmosphere is inert to prevent combustion, but hydrocarbons are left in this reaction atmosphere, which are responsible for keeping the coal from turning to dust. They're like a "glue" that links "fissures" and voids together. So you end up with a super dry (less than 2%), high heating value, upgraded coal. The volatiles that are driven out preserve a good deal of CO2, if you looked at burning the non-upgraded raw coal. These can be sold, whereas the one volatile, methane, can be burnt for electricity generation.

In Illinois, their biggest selling point was to capture the CO2 and store underground-they didn't even consider the foresight of using the CO2 for soda pop! And while the locals in Matoon were excited by the prospect of new jobs to the area, there were a number who brought up the eventual contamination of the water table.
