Dich, I don't believe he lied, however we know there are many insider shares that carry the SEC 144 restrictions, which puts those shares out of the free trading category until the inside shareholder files a form 4 with his intentions. Those insider shares are not considered as part of the float until that form 4 is filed and accepted by SEC.
