So out of the 4.3 billion outstanding, SCG owns 2 Billion, and the public (including market makers?) owns a little over 800M. 4.3 Billion minus 2.8 billion is 1.5 Billion remaining.

Who owns the remaining 1.5 Billion, Jeffrey Bruhjell?
