Los: There is no royalty payments to Neustar from NeoMedia. Nuestar collects fees from NeoMedia for the services they perform directly for NeoMedia. If so agreed, they can collect revenue, on behalf of NeoMedia from a NeoMedia Licensed Customer, for a fee, then pass those revenues to NeoMedia. NeoMedia also pays for additional services such as Neustar's referral fees, reporting, accounting, etc.
Neustar then turns around and charges the third party for an additional set of fees.
