If I am not mistaken, Doug himself has mentioned this in the past. When we are granted concessions the chiefs expect returns. We are expected to work those concessions so the chiefs can receive royalties on those concessions. Since we have not had excess dredges we have had to move the existing ones to the areas granted. We may be able to return to the old ones later when more equipment is available but we have to please the Paramount Chiefs in order to continue to receive the concessions to the most promising concessions. All in my opinion.
