Boy/girl it is complicated, amazing you can make heads or tails out of all those pages.
Now with Liberty practically out of the picture, I am just being creative here. Could he have struck up with the buyer an agreement of some kind (going global in some fashion) and that way he didn't have to get involved with WRSPQ himself? He seems to be a big deal maker if he can't buy something outright. Thinking out loud....lol
