As far as the posts on Ihub go, the rule applies to bashers as equally as it does to pumper clowns.

In the context of his "question" it doesn't apply to either. It applies to operators of interactive computer services, such as message boards. The statute grants such services a federal immunity from liability arising from third party content. The immunity extends to the service's operating policies and decisions in managing (inclusion/removal) the third party content.

It is a broad immunity and also bars lawsuits claiming liability. It cannot be superseded by state law or evaded by claims/laws in foreign countries. There are some exceptions, such as copyright infringement which is covered by the DMCA.
