Yes, they had to Grandfather the previous naked shorts in order to not send the market into chaos. I am not positive, but I "think" I remember that they eventually lifted that clause and were forcing ALL to be covered. But that's neither here nor there in regards to now. The law is in effect and Naked Shorting is to be "controlled." We can see from recent share counts how much it is.. LOL
