Their sec filing makes it clear the 42 million shares are restricted and went to CNDC Group for the hotel & resorts business. Have no idea what is next, but I expect to see something come across the newswires.

As for suggesting this stock, It's pure speculation. FWIW, I could sell, but I'm holding!
