I'll look it all over later but:

In 1997, Congress mandated that over-the-air television broadcasters convert from the current analog signal to full digital signal by Dec. 31, 2006.

I believe all they are trying to do now is force the standard to be upheld.

I spent the day today looking into the Congressionsl Record. Don't ask why, I just do things like that.

Here is what Mr Tauzin had to say last February.

As I said earlier, when I tried to explain this to my buddies at the hunting camp, I like to use this analogy: When you think about the old Internet it is like going to the refrigerator to get a cold beer and finding out the refrigerator is turned off, and you have to turn it on, and you have to put your beer in and wait for it to get cold, and then sometime later you finally get it and enjoy it. Thought you might get a kick out of that. Spend $50.00 per month on broadband internet and all you get is a cold beer. Just about sums it all up in my eyes.
