They are not contradictory statements, just plain facts. You personally cannot guarantee any recovery for anyone, you are just hoping you are right.

We all feel that fraud was most likely committed (in between viewing porn on their computers) but for any recovery Fraud has to be proven and nobody covers things up like our government.
