A resolution authority is someone who shares in resolving the URL. It can be a number of different companies such as Scanbuy or Mobile Tag (it is not in Neustar's case) or Unity Mobile (a possibility).
What is a concern? They don't pay for campaigns, they share in the revenue. So where are the check writers (brands)?
The original PR went over the top with the term "brands" but they are no where to be found. It was a very deceptive, or very naive PR.
However, the original PR didn't make sense. Who would hire Neustar to sign brands to mobile barcode campaigns since they had experience with neither.
