Panels can be convened any way the FDA wants to convene them. Often they are not made of FDA employees and the FDA can choose or choose not to act on their recommendation. That is what happened with DNDN three years ago. The 'citizens' panel (sort of speak) approved it but the FDA rejected their appraisal.. so no all reviewers are not necessarily FDA employees, but the employees have the final say.. peace
