Is it necessary or beneficial to produce a formal 2003 audit? Maybe not. This could be to distract from what seems more important.

A complete 2004 audit is what we really want to see, that says just enough about 2003 so as to understand the current picture.

Does there have to be a 2003 audit to move to larger exchange?
2004 audit is required for that. 2003 as well?
