The TA is the transfer agent they have all the curent Authorized share information and the current Outstanding shares that have been released in the market for free trading.
If the TA is gagged by the company when you as a shareholder call him up to see what the current outstanding shares are he should tell you.
If he says he can't tell you then he has been gagged by the companies CEO. The only time a company gags a TA is if the are diluting and dumping there shares on the market.
