I read Basser's point as they aren't required to carry etc, and you are arguing that they can't carry things not authorized... Sounds to me like you are arguing the opposite...

So what you are saying is that corporate can force an individual franchise holder to stock every thing that is approved by them? If an individual franchise owner didn't want to stock the etc cabinet line they would not have to since they can decide on their own which of the approved products that they are going to carry.
