What are Cancelled Shares? and who has them?

I would think it means that the shares they are cancelling are actually now being held by the state of Delaware.
So if the former holders want to make a claim too them then they must do so like unclaimed property.
Though,I think Aurus culled them in such a manner that the prior owners will not come forward.
