why do you say .02 is where smart money comes in?

Lets say the Market thought MRNJ was worth a chaneling .30 to .50 before the raise in Authorized.
Since we have triple the AS then we should be worth at least .10
BUT many shares are locked up and we have more REVS. Also the possibility of a future buyout, so the float is in my WAG small enough to support above .13 And what I'd like to see is a FPE so we can turn the 200 into support.
