Yes, availability of Canadian shale does put a ceiling on crude, but the Canadian companies are complaining that they cannot accelerate the development without increasing the cost markedly due to shortage of the right "man power" for the job. Someone presented here a presentation about the shale situation and that was one of the striking points, IMTO.
As for SS, it is a hot political potato and I would rather not discuss this issue on this thread. The "threat" of privatizing SS and sending a portion of these funds chasing stocks here near a local high may be enough to compensate for some of the downward pressures in the liquidity equation.
