If you are familiar with the launch sites then you can get alot of information on why Malone doesn't care about the satellites in the air. Just the licenses...which he had to have in order to do what he has accomplished recently. I am not going to revisit all of this...I am just saying do some research and it will make more sense.
However, there is many that can use the clunkers in the air.
