Seeing how $20 is not much, and that I'm sure there's 20 investors here willing to cough that up, I'll see if management will agree to it, and how it might be pulled off. There's likely to be laws that govern what investors can financially do for a publicly traded company.

My thoughts are, while the company itself probably could not legally accept the offer (money from shareholders), we investors may be able to send our individual 'payments' to the PR service mentioned, and the company would only need to approve.

This would probably be the best approach, especially since it'd still leave the company with the obligation to PR irregardless. CTGI could PR on one venue. Shareholders could then take that PR and have it published by the other venue.
