There are SEC rules that companies must follow when they issue new shares or buy back shares in the open market. The rules are in place to prevent the activity from influencing the stock price. Those 9 Million share blocks are usually indicative of dilution. There's also rules on when the transactions can take place, between 10am and 3:30pm, for instance.

An individual seller isn't limited to 9 Million share blocks on a large sell.
