I would say a combination of the two. From what I've read on this board it sounds like they don't want the wrong people making a ton of money off their good PR's like a few did when it went from .04 to .40. And if there is a potential for the stock to rise rapidly, then there is the risk of more restricted shares being sold and driving it down-keeping the stock from progressing.
