The finra daily short volume list is for short term trades. Positions not to be held till settlement and therefore no shares need to be exchanged. That includes all the flips that took place. I would say that's about right. We had a lot of flipping yesterday as well as a few shorts. I would expect todays volume to show a high % too, although it appears there's a lot of holding today.
