Good point and that's what bothers me. If they know they may have a big contract in the works, why spend money on awareness, mailers, etc? I know they are just trying to get the word out, but contract news would shoot this up so fast and crush the shorts. You wouldn't have to worry about trying to get the pps up through awereness and stuff. That's just the angle I see, but I still have enough faith to keep hanging around.
