What's odd is I thought that they were already doing business for the government. Now all of a sudden they register for contracts? My understanding is the only way the government can not use a contractor that is existant in the database is if they are in need of something that none of the current registered companies can provide.

Anyone care to clarify that?

P.S. Yes I'm a little upset I didn't buy yesterday or earlier today... so there, it's out there. It just popped back up on one of my radar's that's why I'm here looking to see what all of you think.
