The best message you could send TDA is to close your account and move elsewhere. TDA is one of the worst firms for trading penny stocks you could find. Scottrade runs a close second.
I purchased GOIG last week from TD Ameritrade and again today. I ran into this restriction as well. I questioned the broker that I spoke with today and he said it was a company decision and couldn't give me any info on why I could not purchase online. He also stated other brokers may not have this limitation. I have been considering switching my account but I am not sure what online brokers are better with trading penny stocks online. It is very annoying to have to call to place the trade when I am set up to trade online...and even more annoying to have to wait on hold for 10 minutes or longer.
