Don't confuse oil shale with shale gas. Two completely different animals. Drilling for shale gas uses water for hydraulic fracturing but the total amount used is minimal compared to other activites such as agricultrual. Also a lot of the shale formations are outside the west where the water issues are much more of a factor.
