They are not at par with other companies in the chemical industry ... They filed for BANKRUPTCY!!!

I don't think Management should get these bonuses until they take care of the owners of the company. The stock holders. Why give bonuses in a company that is BK? You would think they would wait until after BK exit, that would be ethical to say the least. you know, reward good behavior.
