Non-refundable?? Who is holding the money, anyone? Or is it being held in check form for now?? Is there a time limit to deliver the equipment or take delivery or the contract will be null and void? We don't know how binding the terms are....the "contract" may be for PR purposes only, IMO, we just don't know.
