I have also spoken to the transfer agents and the guy on the phone from Regional Settlements, said to write in and explain what happened and why "you" want the restriction lifted early. He implied that the years wait is not a rule, but more of a guideline.

My understanding is that you cannot sell/trade the shares in the US for a year, but else where you can do as you like.
