Exactly, and as I understand it, QTelevision will not be offering X-rated content.

I would definitely prefer that they keep it this way, then they'll have a clean name in the industry. I would really like them to be the most-watched, most-respected televised source of media information for their community. I'm sure this is Frank's intention as well.

TW would push the other carriers onto signing on.

If its TW/Brighthouse and their other small affilliates it would at least give Q exposure in competitive markets, meaning that a Comcast customer has TW available and could switch to get Q, that kind of thing will force other carriers if they start to lose business.
