Yes, I can believe there are conditions to be met. EVERY lease agreement has conditions to meet. The original lease had terms to be met (minimum investment, etc) - we met them. New lease - new conditions.
Why would the government assign a lease WITHOUT conditions? That would be ridiculous.
Can you honestly say the Director's recommendation to approve is "no news?" I concur in saying that it isn't the final piece to get us over the hump, but I sure find it more promising than if the director had recommended "not to approve." So, yes, I find his statement to be "newsworthy."
