For the customer it is free (same as a normal call). It is the company purchasing the keyword that is charged .04 per minute. That is how I interpret the below passage from the G0800 website:

Voice Keyword™ Leasing Terms & Transaction Fees
Voice Keywords™ are leased for a minimum period of 1 month up to two years, all charges are paid in advance. Monthly reoccurring billing can be set up by credit card or by bank direct pay. A transaction fee of .04 per minute will be charged for all connected calls, these charges will be waived for all usage in 2010.
