It has been posted that the extension on Phase 2 was requested by the smaller, minority companies in the JDZ blocks who have no cash to put up for phase 2 drilling and some who have probably not paid their bills for Phase 1 drilling, lol. The postponement is to give the smaller companies time to raise cash and/or decide whether they want to participate in a Phase 2.
This could also be what Peter was referring to in the Vanguard article when he said, "We are observing the JDA negotiations." (approx)
