good question,

different types of market makers may have different issues

I know the Grey market sure has plenty of issues and the OTC in general with all the games some of these company's play with their stock - if they sell off stock for a group or contract sell and the sellers can't come up with the stock

Market makers selling from their inventory is speedy and always T3, so that's not really an issue

I'm just going to speculate many of the different Market makers who do the largest volume of trading such as Nite, and Big firms like Goldman Sachs, Salomon Brothers, who represent large institutions, and mutual funds. They buy and sell for these clients. They also trade for their own retail customers and their own trading accounts. The large volume of this trading must have an impact on stock prices and delivery times

and just trying to keep an orderly market is most likely part of it

there must be some common issue causing the late reporting
.. other than, the claimed NSS issue
