I don't think so. If you scroll over the picture with Jeter, PN and that gentleman, it is labeled. It mentions Peter and Jeter, and one would assume if it was SEO it would surely mention him.
This is NOT SEO; it's Rilwanu Lukman, Nigeria's former Minister of Petroleum Resources. (He just submitted his resignation on February 16, 2010.) He spoke at the NOG.
