You misunderstand the Daily short report and the bimonthly short position report.

At the end of the day the bimonthly report shows little to no real short positions in EXTO.

The daily short report shows all shorts in a day ... covered and uncovered. It is the bimonthly report that shows the true short position at a point in time.
