A lot of steel production is done in North America, and transportation costs are a major factor. Shipping raw materials from Brazil is much more. Sarissa has good access to rail and port from their property (and this has been confirmed with Merle). Also, the mines in Brazil have a lot of pressure from environmentalists because of their rain forest location.
