They can do this easily by switching their bids/asks right before they allow the trade to go through. Those buy vs. sell estimates are not really that accurate.

If you don't have L2 access (which I don't either), you can always go to http://www.otcbb.com/asp/Info_Center.asp enter CPRK, select Level II from the drop down, and click Go. It won't show you L2 for this security without upgrading, but it will show you a list of the most recent sales (15 minutes delayed).
