if a company hasnt filed for a long time and then all of a sudden they file a 15-12G out of no where it usually means they are Rming. Not all 15-12G's mean that especially if they file regularly but in this case i think it does. ENCR filed a 15 -12 G last summer their 1st filing in 7 years and 3 months later sure enough a RM happened and it went up multi bags.
